Money for recycling and helping the next generation

After talking to many children and school staff, i found that schools would be a great place to have recyling bins as children can take recycling goods to school and schools can recycle thier waste.
Lots of schools want to recycle but can't as they come under commerical premises.
Why are we not supporting these schools as they will be the next generation.
When i was younger the Scouts and other organisations used to have paper skips that gave them a revenue.
Think how much money schools could generate from tins, paper, cardboard etc
